Roger H. Willard Scholarship Program
To promote the field of Civil Engineering and encourage graduates to pursue a
career involving Public Works at the local level, CEAM has established the Roger
H. Willard Scholarship Foundation with the
University of Maryland. Mr. Willard was a founding member and first
president of the Association.

Recipients for the 2007-2008 Academic Year:
The recipient of the Roger H. Willard Scholarship in Memory of
Wilson Ballard is Amjad Shahin. This is the second year he is receiving
this scholarship. Amjad is from Bowie, Maryland, and he is a senior in the civil
and environmental engineering department. He transferred to the Clark School of
Engineering at the University of Maryland from Prince George’s Community College
in 2005 where he received several awards for his academic achievement in science
and math. Amjad is a member of the ASCE student chapter, the concrete canoe team
and Phi Theta Kappa International Honor Society. He has worked for Audio
Communications in Bowie since 2003 to finance his education and has interned at
NASA Goddard Space Flight Center in Greenbelt. He has also volunteered at the
UMD’s Center for Minorities in Science and Engineering as a mentor to incoming
engineering students. Amjad is interested in transportation engineering and
project management, and plans to go on to graduate school to pursue a degree in
civil engineering.
This year’s recipient of the Roger H. Willard Scholarship
is Kevin Harnish. Kevin is a junior from Annapolis, Maryland majoring in
civil and environmental engineering. Since 2005, he has earned a spot in the
University Honors Program and on the Dean’s List. He is also a member of Alpha
Lambda Delta and Phi Eta Sigma National Honor Societies. This summer, Kevin
worked as an intern with the SHA on Wilson Bridge project and last summer he
worked for both the Beam Design Project and Truss Design Project in College
Park. Kevin is very interested in exploring infrastructure and transportation
engineering, and project management in preparation for a graduate education and
future career in civil engineering.
Christopher Payne, from Elkton, Maryland
received the Roger H. Willard Scholarship in Memory of George Neimeyer. Chris is
a junior, majoring in civil and environmental engineering with plans to minor in
aerospace engineering. He is a member of Alpha Lambda Delta and Phi Eta Sigma
Honor Societies, and the American Society for Civil Engineers. This past summer,
he worked at the Maryland Transportation Authority as a structural intern to
finance his education and gain valuable experience. He is currently a research
assistant in the combustion lab of the Clark School. After graduating from the
University of Maryland, Chris would like to attend graduate school for an
advanced engineering degree. One of his dream jobs is to be a roller coaster
engineer, designing rides at large amusement parks around the world.
Lastly, Andrew Young is this year’s recipient of the
Roger H. Willard Scholarship in Memory of John Marburger. Andrew is a junior,
originally from Manchester, Maryland. He is pursuing the construction management
track at the Clark School and has also earned spots in the University Honors
Program and on the Dean’s List. He has been a member of the National Society of
Collegiate Scholars and the UMD Chapter of the American Society of Civil
Engineers since 2006. Andrew is seeking an internship in project
management for next summer with an engineering company in the
Baltimore–Washington area to springboard his engineering career.
